Director Bios
Harriette B. Fox is a co-director of the MCH Policy Research Center and the president of Fox Health Policy Consultants. She specializes in health care financing and delivery issues related to children, particularly adolescents, young children, and children with complex physical or behavioral health needs. Her areas of expertise are in public policy research and analysis, original survey design, program evaluation, strategic planning, and state technical assistance. Ms. Fox is the author of numerous reports and journal articles on Medicaid, SCHIP, private health insurance, managed care, and public programs serving children. Prior to establishing Fox Health Policy Consultants in 1981, she served as the director of program analysis for the Select Panel for the Promotion of Child Health. Ms. Fox holds a Masters of Social Services degree from the Bryn Mawr Graduate School of Social Work and Social Research.

Margaret A. McManus is a co-director of the MCH Policy Research Center and president of McManus Health Policy, Inc. She specializes in public and private health insurance issues affecting children, particularly those with special needs and adolescents. Her areas of expertise are in federal and state policy analysis and research, pediatric provider issues, and strategic planning. Ms. McManus has written many reports and journal articles on pediatric provider networks, managed care, insurance benefits, and quality of care. Her prior background includes positions with the University of California, San Francisco and the Office of Disease Prevention and Health Promotion, and for more than 20 years, she has been a consultant on financing issues to the American Academy of Pediatrics. Ms. McManus holds a Masters of Health Sciences degree from the Johns Hopkins School of Public Health.
